Everyone, thank you for answering my questions.
Here's another one, and maybe a little easier (at least to answer):

What is considered average for attributes? (Avg. for a normal human being)
What is the maximum that a person can have in an attribute?

Most White Wolf games, if I recall correctly, have a maximum of 5 - but I
noticed Street Fighter has up to 8 dots.

Last question, and this is kind of trivial: who of the established
characters has the highest Strength? Zangief?

The martial art that I'm thinking of creating is Gunkata, from the movie,
Equilibrium. It is a martial art that uses guns. I haven't read up on how
guns work in the game, but I don't want this art to be a deadly one (maybe
use bullet-sized beanbag shots?). Side benefits of this art is that they use
the guns as blunt weapons when up-close, can use magazines as slip hazards
(also see the barroom scene in The Rundown with the Rock), and they are
great an dodging attacks, including bullets (by statistical knowledge of gun
fights and how to position themselves to lower the percentage that they will
be hit - not through necessarily seeing the bullets and sidestepping them).

This said, how would this martial art be made up?

If Strength 5 says that you can bench 650 lbs. - what is Strength 8 like?
In other words, are there descriptions for the above-5 attributes?

Is it stated any where that 8 is the cap? Can you not go to 9 or above, or
has just no known character done it?

CHAMPS is a universal method of creating balanced maneuvers. I
personally don't use it since there are a lot of maneuvers in the game
that CHAMPS changes to make them balanced - I happen to like the
imbalance between maneuvers. To each their own.

As far as Gunkata would go, you'd have a bit of a hurdle. Guns in
Street Fighter are inherently weak. See the Main Rulebook (p142-143)
for info, but basically a gun damage is GUN dmg mod + GUN technique.
You could say that the gun's dmg mod replaces STRENGTH, but otherwise
works like a normal maneuver. The reason why this is weak is because
a pistol's dmg mod is +3, meaning that most Street Fighters are
stronger than a pistol. Add to that the fact that (as yet) there are
no maneuvers for firearms, you have a Pistol Shot doing GUN technique
+3 for damage (8, with a GUN tech of 5) vs say a Fierce Punch doing a
potential of 13 (STRENGTH 5 + PUNCH 5 + 3 maneuver dmg mod).

For comparison, a rocket launcher does 12 damage.

You'd need to create a nice selection of up-close gun-only maneuvers
to really give the style a fighting chance. And probably need to
alter or at least examine the rule that using a Firearm permanently
lowers your Honor (see table p56). Of course, someone without Honor
gets less Chi back between fights, but Gunkata doesn't seem like a
style with a requirement for a lot of Chi.

Nothing can go over 8 (see Superhuman Traits, p65, Main Rulebook).

Cyborgs can raise their attributes to 8 much easier than other
characters (see Cyborgs, p24, Players Guide), but 8 is still the
maximum.

I failed at Googling WoD superhuman attribute benchmarks. You might
have more luck.

I make it so that if you have superhuman attributes, you can do superhuman
things (i.e. things that you normally would not get a roll for).

Example: At strength six, you've got a shot at lifting that one-ton pillar. At
strength eight, I'd let you try uprooting that millennia old Red Wood with your
bare hands. At grab 7 I let you keep hold of people in ghostform. Etc.

Does anyone have a clue as to when Living Room Game's Capcom World
Tournament is supposed to come out?
Isn't it something like over a year late?

I'm getting the urge to run a Street Fighter game, and can't decide if I
want to just wait for the new version to come out or just use the old White
Wolf version.

I was going through the book last night and I noticed an option to play
without cards. Instead, you just say what move you're doing - add your
attribute + technique like normal and proceed.

Has anyone played this way?
How do you determine who goes first? Without knowing this, couldn't Player 2
always just play a higher Speed move to attack first?

Second question, unrelated: couldn't you end a combo with a block so that
your opponent can't do his move (unless its a grab)?

I've only got to skim it - but from what I've seen of CHAMPS, it looks
great!
Even with the CHAMPS rules, though, I knew Gunkata might be pushing the

I never played with cards. Liked the idea, but it's cumbersome.
Instead, we just used to just chart out the Speed, Damage and Move ratings
of our characters and play from those charts.

I think the Files section of the yahoogroup page still has Matt's javascript
used to generate this in a snap....unless you like crunching numers by hand.

Can I just mention how nice it is that some gameplay talk has made it's way
back into this list!

I recall starting a combo with a block being popular amongst the speed
demons. Perhaps this was because you get a +2 for the next maneuver in the
combo on top of the +2 you'd get off the block.

Chaining double hit maneuvers together with in a Dizzy combo could pretty
much guarantee a dizzy in the end.

i.e. Double-Hit-Kick, Flaming Dragon Punch (dizzy)

The site hasn't been updated in a while and all their products are "TBA".

My understanding is that they have some pretty heavy staffing
shortages (Joe Chan recently dropped some duties due to real life
stuff, but still responds on the website when he can), so all of
their responses are slow; CWT suffers from the fact that it's
relatively new, it's dealing with an established license out of
Japan, and really, let's face it- there aren't nearly as many of us
as there are for, say, Earthdawn.

They're in talks with Capcom for finalization, but lord knows how
that will go after all is said and done.

Don't have the books on me here at the office of course but I'm pretty sure
that wasting a turn to taunt or to do something crowd pleasing such as flex,
or make some signature hand motion that means "Here comes the Hurrican
Kick!" should be rewarded with a point in Glory.

Likewise, striking a taunting opponent should be rewarded with a point in
glory.

The speed / move ratings can just be used from the ratings for "Move".

Seriously though, remember Ryu's ending from Turbo (I think) where he's doing
those jab dragon punches under a water fall. My theory is that those wern't
jab dragon punches, they were fierces that were being held down by the water.
He would train until he got his normal results for a fierce and therefor earn
himself superhuman punch technique

Every World Warriors is superhuman in something (techniques, if not
attributes). That's part of what separates them from the wanabes (that and
that they rarely have less than a four in a fighting relavant stat, multiple
combos, high-end-often-self-invented maneuvers, and the fact that they all
qualify for rank nine or ten.).

On one hand you have cards, which measure speed/move/damage ratings. On
another you have successes which are based on the roll of a d10.

Even if you go with cards to replace the d10, they're not gonna be replaced
with combat cards. Furthermore I can't imagine picking a card for a random
number between 1-10 is faster than rolling a die.

In MSHAG, you hold a number of cards in your hand. For simplicity
sake, I'll say that the number of cards is based on your Character
Level or Experience.

These cards have four suits, which are Strength, Agility, Intellect,
and Willpower. Each has their own color.

If you play a card of the color of the action you're trying to
accomplish, you trump and get to draw a card of the top of the deck.
If it also matches, you draw again.

For example, if you were Zangief trying to uproot an ancient redwood
tree, it would be a Strength action. You can play any card from your
hand and add that score to your Strength for a total. If you play a
Strength card from your hand, you add it, plus a card from the top of
the deck. Continue to draw until you don't draw a Strength trump (you
rarely draw more than two, if you're even that lucky).

To use this system with Street Fighter, or any White Wolf game, would
obviously take some changes to the difficulties needed to accomplish
things, combat included.

considered "peak human" (in game, role-playing wise). I can't imagine
anything natural, no matter the training, to push oneself PAST peak human.

those jab dragon punches under a water fall. My theory is that those wern't
jab dragon punches, they were fierces that were being held down by the
water.
He would train until he got his normal results for a fierce and therefor

Boxers are good in the early game and then get pretty weak. Every
opponent that knows your style and has Punch Defense basically makes
every punch maneuver you attempt pathetically weak.

If you're going to play a Boxer, get Brain Cracker early in order to
give you some tactical flexibility, and look at branching out into the
more powerful 'Any' Focus maneuvers after you get Hyperfist and
whatever else suits your playstyle.

Specifically, I'm thinking of Acid Breath (for the wonderful Acid
Breath to Acid Breath (dizzy) combo, or Acid Breath to Brain Cracker
(dizzy), etc).

Oh yeah, I forgot about shareaza. I'm using Imesh right now as we speak.
I like it because it has a built in ftp and url download transfer
programs. In other words if you have a big mpg file on the internet, but
you don't want to worry about stopping the download and then starting
from the beginning, all you have to do is put it on the imesh download
manager and it downloads it for you and saves it for later use too.
Although I have to use all the versions before imesh 6 because imesh 6
went legit anything under that is free, even with all its quirks before
imesh 6, but i don't care

Well the pros and cons of playing a Boxer are kind of the same thing,
Boxers are very specialized fighters. They just Punch plain and simple.

The Pros; Beginning characters can advance there Punch technique to
higher levels since they don't have to worry about raising their Kick
technique. The maneuvers available to Boxers are also very hard
hitting and effective, especially when you consider their better than
average Punch technique.

The Cons; You don't have access to any special Kick Maneuvers. Also
you're opponents will know this and try to use that to their
advantage. Boxing is also not a spiritual powerhouse, it is all about
hitting hard and fast with physical attacks, so your Focus technique
and maneuvers will likely be quite lacking.

Making a Boxer is similar to making any other highly specialized
fighter whether it's Punches, Kicks, Grapples, or Focus. You simply
won't be a well rounded fighter but if you play to that strong suit
and cover you're bases with some solid basic maneuvers of different
techniques you can still be very effective.

Also as for Dudley I'm not sure if there are any write ups of him but
he is most definitely a Boxer. Not every Boxer has to be made in the
Balrog/M. Bison/Mike Tyson Hit them once very hard mold. Take a look
at real Middle and Welterweight boxers even Muhammad Ali those guys
are damned fast and throw amazing technical combos. For another take
on a Boxer check out Mickey from Snatch, harder then a coffin nail,
fast and able to floor most big guys with one well placed punch.

Well the pros and cons of playing a Boxer are kind of the same thing,
Boxers are very specialized fighters. They just Punch plain and simple.

The Pros; Beginning characters can advance there Punch technique to
higher levels since they don't have to worry about raising their Kick
technique. The maneuvers available to Boxers are also very hard
hitting and effective, especially when you consider their better than
average Punch technique.

The Cons; You don't have access to any special Kick Maneuvers. Also
you're opponents will know this and try to use that to their
advantage. Boxing is also not a spiritual powerhouse, it is all about
hitting hard and fast with physical attacks, so your Focus technique
and maneuvers will likely be quite lacking.

Making a Boxer is similar to making any other highly specialized
fighter whether it's Punches, Kicks, Grapples, or Focus. You simply
won't be a well rounded fighter but if you play to that strong suit
and cover you're bases with some solid basic maneuvers of different
techniques you can still be very effective.

Also as for Dudley I'm not sure if there are any write ups of him but
he is most definitely a Boxer. Not every Boxer has to be made in the
Balrog/M. Bison/Mike Tyson Hit them once very hard mold. Take a look
at real Middle and Welterweight boxers even Muhammad Ali those guys
are damned fast and throw amazing technical combos. For another take
on a Boxer check out Mickey from Snatch, harder then a coffin nail,
fast and able to floor most big guys with one well placed punch.
