Just join the list and then I will give you guidelines.
If you are impatient, you can make a standard starting character.
AND if you send me a cool background story, I will give you nmy
feedback onit, PLUSS I will give you some free XP for it.
THe better the story is, the better XP award you get ^_^
Remember it is in present time with some advanced tchnology.
The space exploration has also come farther.
We have a colony on the moon and Mars. More details on this later.
There also exists advanced weapon maneuvers, but those are for special
cases only(Good explanation in Background etc...)
And I need your opinion about having a worldwide campaign, or should
it happen uin a city where all the fighter's live??
Maybe we can start out in a city and as the game progress include more
of the world.??

..it is generally accepted among Street Fighter GMs that the character types from the Player's Guide are somewhat on the overbalanced side.
Hybrids, I can see. It has been demonstrated time and time again. Elementals I've never had a problem with, although for some reason *everybody* plays Fire Elementals and I've only ever seen one other, an Air Elemental a friend of mine played once (and only because he stumbled across a numbercrunched starting combo using Flight).
That brings us to... Cyborgs. My personal favorite addition from the Player's Guide. I have never found the Cyborg rules to require reworking, enhancing, changing, whatever; the only additional stipulation I ever added to Cyborgs apart from the book were that any time they attempted to either add a new cybernetic enhancement (Focus Technique) or raise their Cybernetics background they had to not only find a qualified cybernetics facility to do the surgery, but they had to find a way to pay for it. (Cyberwear is incredibly expensive when it has to be rigged to stand up in combat, and you can't just find a streetside Cybernetics clinic in every city.) I also usually allowed cyborgs to specify, when it came time to raise their Attributes, whether or not they were doing it with cyberwear (thus gaining the x4 reduction for superhuman advancement) or normally (requiring the x6). Ditto for Focus techniques. Non-cyber Focus Techniques could be powered by Chi only, not Health.
This tended to make Cyborgs either not rely on their implants too much, or simply kept them from trying to crunch due to the possibility of needing a ton of cash or winding up in debt to some shady corporation every time they wanted to exercise the benefit of being a cyborg.
Then again, apart from the mutant agave worm hybrid on Mu's web page, I have never actually seen a cyborg who could bend the rules to become a superfighter, as is usually the case with hybrids. What am I missing? Could it be that the 'Guide actually got something right and indeed, balanced?
Send me your cyborg horror stories, I want to hear them. I can't believe they work perfectly out of the box.

of thinking Cyborgs, so I am only going to add detailed information on
various implnats what they do and what they cost etc.

I wasn't singling you out specifically. :) I was just thinking today. Most (sane) GMs point at the Player's Guide and say "Bad." But if you think about it, Cyborgs are really the only new concept introduced in the book that work without any tweaking whatsoever.
..we'll ignore the fact that Savate is royally inaccurate and kinda sucks. ;)

Actually, I've never played a fire elemental. I usually choose earth for the
utter destructive power they wield (Pit, Wall, Stone [a reuseable projectile],
etc.)
Oddly enough, my characters tend not to fight in a given arena more than once.

cyborgs work?
a playa can spend 5 bg points and its the same as having 5 focus for
chi moves, and they dont have to pick between physical and mental
stats cuz there cheese, er, chi moves can use physical.
from a power gamers point of view theyre pretty open.
"hmm, i want good attributes for all my mental and physical moves for
free, Id, like to purchase the equivalant of 5 points in a technique
with a total of 5 freebie points. where do i sign up?"
My dm had an "equal level chaacter" (same points) npc who was a
cyborg and she wound up doing everything! she was so much better than
the non cyborg player characters....

In my game I have Players substitute Weapon Technique for Focus. If they're
pure Cyborgs. (No Chi) I have them exchange that Chi for Battery. Generic
term which means Ammunition in most cases. I also allow them to take
implanted Weapons like knives, claws, and blasters. But they have to pay
for them like maneuvers. 1-4 PP each depending on how much damage and range
the weapon has.

4 DVDs...came out early this year, I believe. I've had 'em for quite a
while, I know.
Not a lot in the way of extras...but the extra video and quality is worth
it, IMHO.

Subject: May the you-know-what be with you
I know there's at least one or two Star Wars fans on this group, so there's no excuse for me to be the only one who purchased Star Wars: Galactic Battlegrounds. If you haven't heard of it, shame on you. SWGB is a real-time strategy game (like Starcraft or Age of Empires) using the Age of Empires engine, and, well, it sucked up my entire weekend and I don't see it stopping anytime soon. It's that good.
since we all know the Zone sucks, I'm looking for folks to play against, so if anyone on the list plays SWGB and wouldn't mind giving me a horde of Gungans to mow down, drop me a line and we can do the IP connect thing. Right now I only really know how to play the Trade Federation (Battle Droids! Battle Droids!) so feel free to use this handicap against me. Muaha.

abzorutery. The six factions you can play as include the Galactic Empire, The Rebel Alliance, the Gungans, the Royal Naboo, the Wookies, and the Trade Federation. Gameplay is VERY similar to Age of Empires II, so if you like that sort of thing you can't go wrong. It's safe to say that SWGB is probably one of the best SW games ever released... but then again, I enjoyed Jedi Power Battles. (Dreamcast version. PSX was poo.)
There's a downloadable demo that you can get from either Gamespot or Fileplanet... but I had a hell of a time getting it without GetRight. Kept getting cut off.
So, just insist on your opponent playing as the Gungans and you can slaughter them en mass. heheh.
on topic (so the mods don't kill me): How do you narrate combat? I have found that it makes things interesting if I don't tell my players exactly what move their opponents are playing, only how it looks. IE, "Biff winds up like a baseball pitcher and lets fly with a powerhouse right!"
Now, this can either be Biff's way of tossing a Fierce, or it could be a Haymaker. If players are using low-ranking characters (especially if they don't know Style Lore) it simulates their unfamiliarity with a new style. I had a field day when one of my players fought a Drunken Fist stylist. hehe.
In addition, I also tend to drop hints about enemy die pools. I found that if an enemy is having a Bad Dice Day and is whiffing all of their damage rolls, I can describe near-misses as having had enough force to "have really hurt had it been on the mark." Players ducking punches that put holes through walls on a whiff also tends to make them a little more cautious and fearful; they don't want that wall to be their head next round, and they begin to play smarter.

its like the old Denzel Kincaid or Dan Hibiki addage: "Beware

as for your other point, I dont hide my dice rolls so I dont have to

name. not only is it good for color but it keeps the really
experienced players from knowing too much. The guys who have all the
moves S, D, m, memorized and can quickly calculate a npcs attributes
if he knows exactly what move the guy did.

kinda. Every time we botched he would describe it like we are some
phuckin idiots over here, like three stooges shit.
but everytime one of his NPCs botched hes like" he executed a perfect
_______ that would have taken your head off but you dodged just in
time"
I finally caught on and gave him hell about it:) He would roll a 1
and start to describe how cool the botch was and I'd be like" B.S. he
falls flat on his face just like when WE botch!"

badly.

nah, I never Stoogified my players. When they botched, unless mitigating circumstances required a truly spectacular foulup, they just took the -2 and that was that. But in such a case, the NPCs who botched had horrible things happen to them, too.
I recall one example that just plain took out a rank 3 fighter. Players were busy trying to deal with a squad of United Enforcement's private militia (think a SWAT team using squad-level tactics wearing Stormtrooper armor) and a pair of rank three fighters thrown in, just because. Anyhoo, one of the players was cornered by a few of the soldiers at the top of an escalator in an airport. One of the fighters (a whip-wielding dominatrix-type shamelessly ripped from Howard's game, hi Howard!) ran up the escalator guardrail (Dex 5'll do that) and was balancing on the rail at the edge of the balcony.
She goes into a forward flip knee, but the player interrupts her and says simply, "I push."
I made him roll for damage versus her damage roll to see what exactly would happen. She botched, he scored all successes Since her legs were technically at arm level, and going backward anyway, I ruled that he shoved her out of her flip prior to her getting up and over.
The result? She fell chest-first onto the handrail, then flipped over backward and fell fifteen feet or so to the tiled floor, landing flat on her back. Back of her head hit first, I think.
Ouch.
I ruled an automatic dizzy.
Later in that combat, somebody decided to hose the area with a fire extinguisher. Anyone who botched slipped and fell.

yeah but you describe your npc botches as cool looking and that
reminded me of what my old dm did. its good that you never
stoogified them though.
thats a funny story about the whip weilding domitrix (which there are
entirely to few of in the mall). I love it when players think of
little things like that, like just pushing her down the stairs! lol
and the fire extinguisher trick reminds me of sub zeros ground ice.
