I do indeed own BESM, and the system mechanics are WAYYY simple, one step
above TWERPS in fact (BESM has three stats instead of 1, being about the
only concession to complexity).
In BESM you get three stats: Body, Mind, Soul. All rated from 3-11. There
are several secondary statistics: Combat (which can be split into offensive
and defensive) = average of all three. Health is the sum of Body and Soul
and represents your Hit Points. When you want to perform a task (hit
someone, drive a car, whatever), you roll 2d6 and hope to roll under the
appropriate statistic. A roll of 2 always succeeds and a roll of 12 always
fails. You can purchase skills that enhance your stat when performing that
one thing, usually up to +5.
What's neat about it is the system of ads and disads which are included in
the skill purchase. They don't split ads, disads, skills, powers, and gear,
it's all purchased the same with the same points. And they're all very
anime-inspired. For instance, you can buy Owns a Giant Robot for 5 points,
plus Combat skill bonus for 6 points, and Lecherous for -4 points. It's all
together and all treated the same. Very simple.
