Personally, I'm wondering how legit this is. The book went out of print
because Capcom pulled the rights from White Wolf, but White Wolf still has
the rights to the books themselves. (Leaving it in a supposedly unprintable
limbo)

The problem that I know at that time was that White Wolf wasn't willing to
pay the rights that Capcom was asking. :)
And this people here in Brazil, publish already a lot of material about RPG.
I think that Capcom, saw the potential of Brazilian market on RPG and
decided to let this translation.
The publisher (Devir Editora), only has achived now, what White Wolf didn't
succeded in translating this excellent system of RPG. :)
Aos amigos brasileiros da lista, por favor, coloquem na mensagem a cidade de
vocês. :)

Maby they do have a deal with Capcom, but that dosn't matter. Capcom
own the Street Fighter licence, thats it, nothing else. Capcom have
absolutly no rights to SFRPG at ALL. The publisher would need a deal
with WhiteWolf(which I'm sure they dont) & a deal with Capcom.

You can't botch a Damage roll, but you can still fail it, & do no
damage. But thats in the other WW games, in Street Fighter the Damage
roll is also the to hit roll, If you fail, you miss.

Though they aren't dedicated martial arts RPGs, several game systems have MA
sourcebooks:
GURPS Martial Arts
HERO Ultimate Martial Artist (soon available in both HERO and Fuzion
versions)
Fuzion has many many Martial Arts plug-ins available on the Internet.
I've just finished converting the WoD Combat rules to the Star Wars/d6
system (found at http://www.europa.com/~conkle/starwars/rules.html)
Heh, even TWERPS has Kung Fu Dragons.

It is now, it wasn't back in 1992 (or thereabouts) when SF2 got
released. And if we back off 24 years (or however old Chun Li is in
your world) it sure as hell wasn't part of China.
When did GB give HK back to China anyway? Was it 1998? I forget. I
was sorta expecting the world to end or some other notification when it
actually happened... but instead, nothing...

Besides, I think you probably originally meant to say MAINLAND China. I have
to constantly make that distinction to my players who, for some reason, kept
thinking they were in HK.

You mean BESIDES the total news coverage, week-long celebration, live
coverage of the hand-over ceremony, hours and hours of news analysis and
commentary and speculation?? It was in June 1997 (I think), by the way. All
the national network news organizations were there for the whole week
covering it live. At least, here in the US. I remember the ceremony very
well, and I wasn't even paying all that much attention to the story.

When Capcom & WW decided to make the SFRPG, the owner was Capcom, WW only
created and published but the real owner was Capcom, so this explains the
difficulty that WW has to translate the game to any other languages.

Well, if the characters from EX are enjoyable, there's no reason to
exclude them from the game. For the love a' Mike, I've seen people
patch in King Of Fighters Characters and still run it.
In fact, the EX characters are a part of my universe, so y'all best
study up if you wanna play. :)
Incidentally, the next (hopeful) time for the New LEgends Online
Campaign session is tomorrow, Saturday at 10 pm Eastern Central time.
This Wednesday's session was a fiasco, as only TWO out of four
players showed up. I won't get into how annoyed I get when that
happens, so I'll just say I hope to see you all there.

Ok heres the thing.
In 1998 Hong Kong was given back to China, but there were a few catch's
The last governor of HK, Christopher Patten allowed the people of HK
right's to vote.
For the next 50 years HK is a Special Economic Zone.
but even still there is alot of diffrence between China and HK.
Storytelling wise for characters like Chun Li, Fei Long and Gen this is very
important.
